A promising strategy to promote good governance is harnessing the opportunities provided by the use of mobile phones, widely accessible to most segments of the society, for delivering public information and services and for decision-making by government. This paper investigates the design and implementation of mobile governance (MGOV) strategies for development (MGOV4D). Specifically, it presents an MGOV4D strategy framework to support mobile Information and Communication Technologies (ICT) for development (MICT4D) projects in meeting their development objectives.
